Travel from the UAE - regulation correction

Inbound tourism to Poland and Warsaw is one of the most important segments of this branch of the economy. It is especially important in the case of markets whose citizens, due to the wealth of society, are willing to incur high expenses for travel and foreign stays. Such markets undoubtedly include the markets of Arab countries, especially the United Arab Emirates.

The upcoming World EXPO in Dubai is an excellent opportunity for tourist and business promotion. Both Emirates and our association have prepared a special offer for travelers from the United Arab Emirates, and the Emirates carrier has also created an offer for flights to and from Dubai for a large group of Polish entrepreneurs. According to information obtained at the last conference on the state of preparations for the Polish presentation at the exhibition, over 2.5 thousand Polish companies will participate in it. This is a huge opportunity to promote Poland as a tourist destination, as well as the Polish economy and culture. The organizers estimate that the Dubai Exhibition will be visited by 18 million guests, who will pay 25 million visits.

Therefore, aware of the threats resulting from the COVID-19 virus pandemic, we asked the Ministry of Family, Labor and Technology to consider lifting the ban on entry into the territory of the Republic of Poland for UAE citizens and residents who meet strictly defined requirements, such as receiving a COVID-19 vaccine that has been approved in the European Union and a negative result of a diagnostic test for SARS-CoV-19 performed 48 hours before crossing the border.

The letter we received in this matter from the representative of Emirates in Poland certifies that the safety of passengers and crew is an absolute priority for Emirates. The cabins of all the airline's aircraft are equipped with special HEPA air filters that remove 99.97% viruses, eliminate dust, allergens and germs, ensuring healthier and safer air on board. HEPA filters are as effective as those used in operating theaters. Emirates passengers are equipped with hygiene kits, and all ground and air crew of the airline who have contact with the passenger have been vaccinated.

With the above in mind and in the context of the EXPO Exhibition starting on October 1, 2021, we have requested that the United Arab Emirates be included on the list of countries whose citizens and residents traveling by aircraft within the meaning of Art. 2, point 1 of the Act of July 3, 2002 - Aviation Law, performing an international flight have the right to enter the territory of Poland.

We therefore asked for a correction to the currently applicable regulation of the Minister of Internal Affairs and Administration of March 13, 2020. on the temporary suspension or restriction of border traffic at specific border crossing points, thanks to which citizens from the United Arab Emirates will be able to cross the Polish border for tourist purposes.
